I just had someone spy on me while they are in vacation mode. Is this a bug or against the rules?

Not all of my planets were spied on. Not super spy.

Please create a ticket for that, that we can check this.
Spies are like attacks not aborted when you go into vacation mode. So if you are several minutes in vacation mode you can still get spied.

maybe they was a short time off vacation mode and spy and went then in vacation mode again.
