what is the best defence in terms of cost to defence? is it the solar cannon?

No defense.
Just face it, defense is designed to be ineffective in SI. Build the shield domes and EF your fleet and resources.

Defences are nice as long you dont biuld them instead of fleet.
Defences wont stop other players from stealing your resources if you will not play active.
You can build for example 100 units of laser canons on each planet to discorage other of simple farming attacks.To go throught Large Shield Dome opponent need 70 phx, to go throught 100 laser c. - 1000 phx (without own loosed units). Risking such an attack to get 5-10 transmiters of resources will not be profitable for others (As long they dont hunt for your fleet)
The best for their price are Sollar Cannons or Interval's i belive. Solars are a bit to expensive.

yep I know EF is the best option I was just thinking of adding about 10 LCB or solar cannons just to add a little more protection

The best defense is the interval gun.
In General, the game has 2 types of combat. Through damage to kill a stronger opponent. Through the shield-to kill without loss of weaker ones. Works for ships and defense alike. I played a bit, but on SIM tests conducted, it makes sense to test the compositions of different types of troops. -
sorry no interval guns arent the best option. In past (during the first years of SI) they was cause of a bug but this bug ist still fixed.
The best option if someone would like to build some defence to protect offline productions will be laser cannons. If someone wonna build up like a turtle on a speed server the simply motars are the best - they working like small fighter, so that means the mass will take out everything
