i dont fully understand your question here

If you send a santa gift to santas childs or to a player you need to have at least 1 santa gift before you can do that.

So if a player likes to santa gift with you, he/she sends a gift to you, and you have to send one to your friend too. If you do that with a player / friend and not with santa childs, you will recieve more gifts as rewards.
