Trail and error would be your best bet. Build a little bit of everything and try it for one week. Next week you make adjustments based on how the last week went. The rate at which small and large transport ships appear is lower compared to the other ships (~40% chance) and the rate at which colony ships appear is much lower (~10% chance). So you don't have to build as many of those 3 ship types compared to all the others.
