3 times I have bought this package.
Your entire alliance gets +100% base production for 24 hours.

As I understand it, 5000 gift packages were to follow with each of them.

i.e. 15,000 gift packages. now comes my question, where are they???

i don't understand your question.

it says, that your alliance get 100% more base-production for 24hours

so, anyone from your alliance (and also you) get double of base production (24hours)

this costs you (to enable this) 300gold OR 5000 gifts.

why you think that you get gifts? No where is standing something about, that you get gifts.
