what means 3 extra raid colony ?its 3 planets base attack with just fleet base and teleporter ?2 recycle engine research what mean ?and u can activate another galaxy scanner-4 in this case ?and after u exchange the specialization what will happened with this 3 planets base attack ?

I don't have the fleet specialty, but you can't build mines on a raid colony, only naval control points / development center / micro-system accelerators to attack targets faster and more effectively+ 2x reclyling drive means if you have e.g. your drive at 16, your recylers will fly as fast as if you had them at level 18.With the galaxy scanner, I'm currently not sure whether you can scan the system once with it or whether the level is increased by 1

if you change / reset specialization points and you have raid colonies in your account (not deleted) the fleeter points will be placed automaticly until the stage your obtained raid colonies.
if you reset your specialization points and you have 4 active galaxy scanners, you cant use them all until you disable one of them to fit the requirements.@Shiek28 explained all other parts of your (not well formatted) question.
