For ~ 2 years I have seen very well how G1 in INT is occupied by experienced players. If they do not like someone of the new players there, they begin to terrorize him and if he is unexperienced - he leaves SI. The small "well" of new players in G1 is not very hard to be monopolized. Of course, this applies to the unexperienced players only, but they do not have a good chance to play surrounded by many experienced players, and the newbies start exactly there - in G1.
I believe the best way INT to keep more players longer in the game is the new players to start randomly in all galaxies.
