After moving planet you are unable to attack anyone for 7 days. I created my account say 12 hours ago, and I will have in excess of 10k point within an hour. Does this mean I can then be attacked with no option for retaliation?

So, made an account about an hour ago. I decided to move my planet to a more favourable location. I have unlocked SF's for attacking inactives but I am unable to do so..... only option available is EFing. When moving planet, are you restricted from attacking all planets, inlcluding inactives?
