    You have a 4% chance each time you send a waggon.
    So you can have an ice castle with the first waggon or after 50 waggons...
    you do not get an ice castle after each 25 castles

    This is purely mathematically -
    giving a probability that every 25th
    new founded castle will be an ice castle.
    You still need some luck to get one.
